For Central Asia, For the People of Central Asia. Amid the midsummer heat of Tashkent, a grand forum has kept China-Uzbekistan cooperation gaining momentum.
Chinese enterprises represented by XCMG earnestly uphold the China-Central Asia Spirit. Supported by premium products and all-round services, they boost local infrastructure development. More importantly, they consolidate the foundation of indigenous growth through talent training and nurture the flower of China-Uzbekistan friendship via cultural exchanges, steadily advancing the high-quality, in-depth development of the Belt and Road Initiative (BRI). From agreement signing to on-the-ground implementation, XCMG is deploying a full set of coordinated measures to accelerate building the “XCMG Model” for overseas localized talent cultivation.
Two Agreements Signed: Innovative “2+1+1” Joint Training Model
The 5th Tashkent International Investment Forum (TIIF) was held in Tashkent, capital of Uzbekistan, from June 16 to 19 local time. As Uzbekistan’s highest-profile and largest annual economic event, the forum drew heads of state, senior dignitaries from multiple countries, and over 10,000 delegates from international organizations, government authorities, financial institutions and business communities across more than 100 countries and regions.
During the forum, Luo Guangjie, Vice President of XCMG Machinery, on behalf of XCMG, signed a Memorandum of Strategic Cooperation with Ukhtam Salomov, Deputy Minister of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.
Meanwhile, Feruza Ruzimbayevna Madakhimova, Rector of Urgench State University; Zhang Lina, Director of XCMG Global Learning & Education Center and Principal of XCMG Technician College; and Huang Chuanhui, Vice President of Xuzhou University of Technology, jointly signed the tripartite cooperation agreement for the “2+1+1” joint training program.
The signing marks a key initiative for XCMG to implement its overseas local talent strategy and deepen its presence in the Central Asian market. By precisely aligning training with local industrial development demands and cultivating localized international talents in a targeted manner, XCMG consolidates its talent foundation for global localized operations.
Progress Meeting Held: From Strategic Planning to Systematic Implementation
On June 19, the China-Uzbekistan University-Enterprise Cooperation Promotion Exchange Meeting was convened. Chaired by Salomov, the event brought together heads of various functional departments under Uzbekistan’s Ministry of Higher Education, as well as leaders from Urgench State University, Tashkent State Technical University, TIIAME National Research University and other institutions of higher learning. Zhang Lina, Huang Chuanhui and other members of the XCMG delegation attended the meeting.
During the session, Salomov listened intently to XCMG’s briefing on its industrial layout and investment plans in Uzbekistan. He emphasized that XCMG’s solid local industrial footprint and strong demand for homegrown talents constitute the core foundation for in-depth cooperation between the two sides.
He stressed that the strategic partnership between Uzbekistan and China is also advancing steadily in the education sector. The internationalization of higher education, expansion of the dual vocational training system, and cultivation of professionals meeting the standards of the global labor market rank among the country’s top priorities. He fully recognized the pivotal role of XCMG Global Learning & Education Center, and encouraged the center to keep serving as a bridge linking education and industrial chains, building a vital platform for nurturing international talents in the construction machinery sector for China and Uzbekistan.
To precisely meet XCMG’s demand for overseas talent development, the Uzbek side took immediate action on site to push forward the implementation of the joint training program with Urgench State University. It also coordinated with Tashkent State Technical University, TIIAME National Research University and other institutions to continuously supply high-caliber localized international talents for Central Asia’s development.
Where industry expands, talent training follows closely. Drawing on a series of cooperation initiatives, XCMG integrates educational resources at home and abroad to build a two-way integrated channel for international talent training. It delivers targeted training for local international professionals, strives to create the “XCMG Model” of localized talent development under the Belt and Road Initiative, and fuels high-quality development across Central Asia through integrated industry-education collaboration and cultural exchanges.

Jointly tailored by the enterprise and two universities, it cultivates urgently needed management, technical and marketing professionals for the company.
