On May 12, the 11th plenary session of the 13th Xuzhou Municipal Committee clearly proposed upgrading the original ‘343’ innovation industry clusters to a ‘535’ modernized industrial system. This marks a strategic shift from ‘scale expansion’ to ‘value leap.’ A modern industrial city, carrying a world-class construction machinery cluster, a national-level emergency safety base, and a regional hub for future industries, is rapidly rising.
“‘Number One Industry’ — Climbing to a World-Class Level
In this slight shift, Xu, as the leading force of Xuzhou’s ‘Number One Industry’ and one of China’s top three companies in the global construction machinery sector, is taking on the mission of building a world-class construction machinery cluster with clearer goals and a more practical approach. According to the plan, by 2030, the construction machinery sector, one of the five major industries, aims for a scale of 300 billion yuan.”
Construction machinery is given a ‘world-class’ mission. The plan is clear: pursue strategies of high-end, intelligent, green, service-oriented, and international development, strengthen the advantages of five main types of machinery—excavators, cranes, loaders, piling machines, and road machinery—and make breakthroughs in key components like hydraulic systems, transmission systems, control systems, and the ‘three-electric’ systems.
Safety and emergency response is Xuzhou’s signature specialty and has been listed as one of the three emerging industries. Leveraging the ‘China Safety Valley,’ the city is pushing the industry to shift from ‘scale leadership’ to ‘technology leadership,’ from ‘single manufacturing’ to ‘system services,’ promoting demonstrations of new technologies, new products, and new applications, and building a distinctive and strong national advanced manufacturing cluster for safety and emergency equipment.
